Republicans using scripted attacks to bully Democrats on the House floor

Republicans are using scripted attacks to bully Democrats on the House floor, sometimes reading word for word from this script while using the proceedures of the House to interrupt and berate freshman members of congress. As Rep. Mary Jo Kilroy said of these tactics, “This is Washington at its worse.”

Do Republicans think that they can overcome the perception that they are the party of no ideas by having their members read from scripts while derailing civil debate on the House floor?
